The New England Association of Insurance Fraud Investigators was founded on October 4, 1996. The organization is the result of a merger between the Massachusetts Association of Auto Theft and Arson Investigators and the Merrimack Valley Auto Theft Investigators Association.

 

NEAIFI is an organization that is committed to preventing insurance fraud through comprehensive investigations, utilization of shared information and professional development through education and training.

Suzette Cavanaugh

President

Suzette Cavanaugh is currently employed as a Senior Investigator with Pilgrim Insurance Company.  After receiving her BA degree from Suffolk University she embarked on her career by joining the Massachusetts Attorney General's Public Protection Bureau as an investigator before moving into the Insurance industry.  She is a Certified Insurance Fraud Investigator (CIFI), is a founding member of the New England Chapter of the International Association of Special Investigation Units  (NEIASIU), is former Secretary for the New England Association of Insurance Fraud Investigators (NEAIFI), and is a member of the International Association of Auto Theft Investigators (IAATI).

Matt has been with Geico for six years, beginning as a licensed auto appraiser in Rhode Island and Massachusetts. Matt then transitioned to SIU where he was an investigator for three years before being promoted to the SIU Supervisor. Prior to working at Geico, Matt spent 5 years in retail management conducting internal employee investigations. Matt holds a Bachelor’s Degree in Criminal Justice from Westfield State University, and is currently pursuing the SCLA designation. Outside of work Matt enjoys watching and playing sports as often as he can.

Jason Dunn

Secretary

Jason is currently a member of the Sentry Insurance Special Investigations Unit, where he investigates all lines of business, with a concentration in Workers Compensation. He handles numerous states and travels frequently to the Mid – Atlantic region where he assists additional Claim Service Centers within Sentry. Since graduating from Salve Regina University with a BA in Administration of Justice in 1996, he has been working in the insurance industry. After spending several successful years in the private sector as an investigator and building a reputation, he joined Travelers Insurance. Jason rapidly grasped the ideology of handling claims from a desk, was promoted to an Outside Commercial General Liability Investigator, transitioned to the Special Investigations Unit, and eventually landed in the National Auto Recovery Center, as a specialist. An opportunity arose for a return to the private sector and work within a Fraud, Waste and Abuse Unit. This position was crucial in maintaining the integrity of Medicare and Medicaid programs, and assisted his growth and understanding of state and federal regulations. Over the years, he has continued with attendance and involvement with local law enforcement, IASIU, IFB, NEAIFI & NICB meetings, as well as, continuing his education within the industry and its emerging trends. In 2018, Jason became a Certified Insurance Fraud Investigator (CIFI), and recently became Secretary of NEAIFI.

Tim Sweeney

Treasurer

Tim Sweeney is a Claim Service Consultant in Allstate’s Special Investigation Unit.   After obtaining a Bachelors in Economics at University of California Santa Barbara, Tim moved to Seattle, WA in 1995.  Tim began his career at Allstate 20 years ago as a total loss adjuster before transferring to SIU in 2001.  He transferred to their New England SIU unit in 2011.  While at Allstate, Tim has earned his SCLA and MBA.  He is also a current member of IASIU, originally part of their northwest chapter, Puget Sound Special Investigator (PSSI) from 2001 through 2010, and currently their New England chapter.

Heidi Mussler

Quincy Mutual Group​

Heidi Mussler, CPCU is SIU Manager for the Quincy Mutual Group.  She has been in the insurance industry for over 20 years, working in various casualty claims roles until adding SIU to her job responsibilities in 2004.  Along with managing the SIU, Heidi manages the GL and Litigation Departments . She is currently the Treasurer of the New England Association of the International Association of Special Investigations Units (NEIASIU)  

Mary McDermott

Insurance Fraud Bureau of MA

Mary McDermott is currently employed as an Investigator with the Insurance Fraud Bureau of Massachusetts. After receiving her Bachelor of Science Degree in Criminal Justice from Suffolk University, she began career in private investigation moving into the insurance industry as an SIU investigator for 17 years. Since 2014 she has been with the Insurance Fraud Bureau of Massachusetts with a focus on Provider Fraud investigations.

Brian O'Connor

Mapfre Insurance

 

Brian O’Connor, CPCU is a Field Investigator in the SIU unit at Mapfre Insurance.  Brian is a graduate of Westfield State College and has earned the CPCU designation.  He has been in the SIU at Mapfre since 2003, and has been employed in various claim capacities in the property & casualty industry since 1990. 

Kim Hormann

Plymouth Rock Assurance

Kim is a Senior Investigator at Plymouth Rock Assurance Corporation.  After receiving her Bachelor’s degree in Criminal Justice from Western New England College in 1996, she joined Plymouth Rock as a claim representative before transferring to SIU.  She is a Certified Insurance Fraud Investigator.  Kim is currently the Executive Director of the Northeast Chapter of IAATI. 

Mark Huard, FCLS, CIFI

National Insurance Crime Bureau

Mark joined the National Insurance Crime Bureau as a Special Agent in December of 2014. He is responsible for NICB investigative activities in Massachusetts. Prior to joining NICB Mark spent 18 years working as a Senior Investigator in the SIU for two personal lines carriers, with the last 10 years working in the Major Case Unit focusing on organized fraud rings. Prior to working in the insurance industry Mark spent 12 years as a Police Officer. He also worked as a firefighter/EMT, obtaining Career and Level 2 certifications. He is a veteran of the U.S. Army and the Air Force Reserves. He has an associate’s degree in Criminal Justice, completed a certificate program from Utica College in Financial Crime Investigation, and maintains designations as a Fraud Claims Law Specialist and Certified Insurance Fraud Investigator.

Dave Moscaritolo

Safety Insurance

Dave Moscaritolo is currently employed as a Senior Investigator with Safety Insurance Company. Dave began working for Safety 19 years ago and has been working in SIU since 2006. While working for Safety Dave earned his Bachelor’s Degree in Business Administration from Emmanuel College and his Fraud Claims Law Associate (FCLA) designation. Currently Dave is pursuing his Senior Claims Law Associate designation (SCLA). He has been a member of NEAIFI for over ten years and previously served on the Board.

David Brink, Esq.

Legal Counsel

David Brink is the founding shareholder of Smith & Brink, P.C. and serves as its National Litigation Manager.  He is a Certified Fraud Examiner.  He leads the firm’s Federal RICO, Healthcare Fraud and Insurance SIU Practice Groups.  Mr. Brink’s trial practice in the State and Federal Courts encompasses a broad spectrum of insurance law cases, including: Federal RICO recovery lawsuits, arsons for profit, and fraudulent property losses.  Mr. Brink has been representing insurers in SIU fraud matters for 32 years.  Through the years his law firm has been counsel of record in thousands of cases involving fraud issues, including dozens of reported appellate decisions.  Over the past three decades, Mr. Brink has lectured at over 30 insurance industry national seminars, including the National Insurance Crime Bureau Academy, the National Insurance Fraud Management Conference and the International Association of Insurance Fraud Investigators Conference.  Mr. Brink is from Princeton, New Jersey.  He is a graduate of Grove City College, (1982) (Magna Cum Laude, Presidential Scholar), and Western New England University Law School (1985).  He is admitted to practice before the Massachusetts, Rhode Island and Maryland bars, as well as the Federal Court for the Districts of Massachusetts, Rhode Island and Connecticut.

Derek is a Senior Investigator with Plymouth Rock Assurance Corporation where he began his career in SIU in 2001 as a co-op while attending Northeastern University.  He served as President of NEAIFI  from 2016-2019, having previously sat on the Board of Directors.  Derek current serves on the board of directors for the New England Chapter of the International Association of Special Investigations Units and is also a member of the New England Association of Auto Theft Investigators.

David Stadolnik

Legal Counsel

Attorney Stadolnik has extensive experience investigating and litigating fraudulent insurance claims cases, including medical provider fraud, homeowner’s and commercial claims, theft losses, staged accidents, fire losses and rental claims. His practice, which encompasses Insurance Defense and Special Investigation, includes all phases of investigation, discovery, motion practice, alternate dispute resolution, and litigation on behalf of insurance carriers and their insureds in Massachusetts and Rhode Island.

Kim Giardina

AIG Global Investigative Services

Ms. Giardina has been working in the insurance industry investigating insurance fraud for 29 years. She has been with AIG – Global Investigative Services as an SIU Investigator for the past 10 years. She holds the title of Principal Lead Investigator in the Complex Unit and conducts WC, Auto; PIP and BI claims as well as Premium Investigations.  Prior to AIG, Ms. Giardina was employed by The Insurance Fraud Bureau of Massachusetts as a Criminal Investigator for 13 years, where she was responsible for handling personal & commercial auto, medical provider, workers compensation and homeowner’s fraud investigations. As an investigator at the IFB, she conducted undercover work, posing as a patient and developing provider fraud cases that included not only the medical providers, but the attorney’s and “runners” as well.  She was one of the original investigators assigned to the Lawrence Task Force; at partnership between the MA IFB and the Lawrence Police Department. The results from the Lawrence investigations included guilty trials of attorneys, chiropractors, runners and participants. Additionally, Ms. Giardina has been certified as an Expert Witness for the Commonwealth of MA regarding Auto Insurance Fraud in several Superior and District Court jurisdictions in MA. Ms. Giardina graduated from Northeastern University in 1990 with a Bachelor of Science degree in Criminal Justice. Ms. Giardina is a long term member of the International Association of Special Investigation Units (IASIU) and the NE Chapter of IASIU.​
